Construction manager named for complex 
Douglas E. Barnhart Inc. of San Diego has been chosen as construction manager for the new City Hall complex and council chambers. Work o the 55,000-square-foot, $10 million project is to begin in October.  It will be done in two phases, and should be finished in April 2004, city officials say. Barnhart is currently managing construction of a new City Hall and library expansion for Mission Viejo in Orange County.  Several members of the Barnhart family live in Poway.
